
The cabinet has decided to vest the powers of the presently inactive Public Services and Police Commissions on secretaries of respective ministries until their reactivation.
These ministry secretaries have been given advice on how to carry out such functions.
All staff grade appointments and promotions are to be made in accordance with the service Constitution, and the National Salaries and Cadres Commission will decide the salaries for any recruitment made outside the normal procedure.
Appointments as additional and assistant secretaries to ministries should receive the approval of the Cabinet.
Similarly, recruitments to the police service should first receive approval by the secretaries to the ministries of finance and defence, while ASP postings are required Cabinet consent.
Public service transfers and disciplinary actions are also under the secretaries of ministries who should follow the Establishment Code in carrying out same.
They also have the powers to send public officers on retirement, while cabinet approval is needed for them to deal with resignations and other matters pertaining to disciplinary inquiries.
